Judy Garland is the best in my humble opinion, but if Mitzi Green had stayed in Hollywood longer, I think she Judy would have faced a little competition. Green was a child star when the sound era was just beginning and she wowed her audiences at ten years old in Paramount On Parade. Extremely overlooked, but one of the best.
